This is a good idea, and has been explored to some extent.

Models that incorporate RBF's to learn to classify include ALCOVE
(Kruschke, 1992, Psych. Review), RASHNL (Kruschke & Johannsen, 1999, J. of
Exper. Psych: LMC), and SUSTAIN (Love & Medin, 1998, Proc. AAAI-98).
